Smith H BILL STATUS: As Introduced FIRST SPONSOR: FUNDS AFFECTED: GENERAL IMPACT: State & Local XDEDICATED FEDERAL Summary of Legislation: This bill requires: (1) a public utility to notify the Indiana Utility Regulatory Commission (IURC) of the public utility's intention to retire an electric generation facility not later than 18 months before the planned retirement date; and (2) the IURC to conduct a study to determine the feasibility of using the location and infrastructure of the electric generation facility for development of alternative energy generation projects, including consideration of the suitability of the location and infrastructure for use in developing a nuclear energy facility. Effective Date: July 1, 2025. Explanation of State Expenditures: To the extent a public utility notifies the IURC about the intended closure of an electric generation facility, this bill will increase the workload of the Commission to perform the study required by the bill. Increases in workload are within the routine administrative function of the IURC and are expected to be accomplished within existing resource and funding levels. Explanation of State Revenues: Explanation of Local Expenditures: The bill could increase the workload of municipally-owned electric utilities to report plans to close a facility down to the IURC.
