Synopsis:  Overseas voters. Requires an absentee ballot application
from an overseas voter to include: (1) photo identification; and (2) a
utility bill, bank statement, government check, paycheck, or
government document; that includes the name of the voter and the
address where the voter resided before leaving the United States.
Effective:  July 1, 2025.

HOUSE BILL No. 1600
A BILL FOR AN ACT to amend the Indiana Code concerning
elections.
Be it enacted by the General Assembly of the State of Indiana:
1 SECTION 1. IC 3-11-4-7, AS AMENDED BY P.L.169-2015,
2 SECTION 101, IS AMENDED TO READ AS FOLLOWS
3 [EFFECTIVE JULY 1, 2025]: Sec. 7. (a) An absentee ballot
4 application under section 6 of this chapter must be made on a standard
5 form approved under 52 U.S.C. 20301(b) or on the form prescribed by
6 the election division under section 5.1 of this chapter.
7 (b) An absentee ballot application under section 6 of this chapter
8 from an:
9 (1) absent uniformed services voter; or
10 (2) address confidentiality program participant (as defined in
11 IC 5-26.5-1-6);
12 must show that the voter or program participant is a resident otherwise
13 qualified to vote in the precinct.
14 (c) An absentee ballot application under section 6 of this chapter
15 from an overseas voter must show, in the manner required under
16 subsection (d), that the overseas voter was a resident and otherwise
17 qualified to vote in the precinct where the voter resided before leaving

1 the United States.
2 (d) An absentee ballot application described in subsection (c)
3 must include:
4 (1) photo identification; and
5 (2) a utility bill, bank statement, government check, paycheck,
6 or government document;
7 that includes the name of the voter and the address where the voter
8 resided before leaving the United States.
