Summary of Legislation: The bill requires an absentee ballot application from an overseas voter to include:
(1) photo identification; and (2) a utility bill, bank statement, government check, paycheck, or government
document; that includes the name of the voter and the address where the voter resided before leaving the
United States.
Effective Date:  July 1, 2025.
Explanation of State Expenditures: Current law requires as an option for applicants to send a photocopy
of their identification card (ID) that complies with Indiana’s photo ID law for an oversees absentee ballot
application form. The Secretary of State would likely update their website information for overseas voters
of the other items the bill would require as a routine matter of business.
