Summary of Legislation: This bill requires each school corporation and charter middle school to
automatically enroll a student who meets certain conditions in a middle school advanced math course. The
bill allows a parent of a student to opt out of automatic enrollment. It requires the Department of Education
to submit a report to the Legislative Council that includes certain middle school advanced math course
student percentage information. It also establishes requirements regarding: 
(1) Mathematics screening, evaluation, and intervention; and 
(2) Teacher preparation program math curriculum and content.
Effective Date:  July 1, 2025.
Explanation of State Expenditures: Math Screener: Provisions in the bill require all public schools, state
accredited nonpublic schools, and schools eligible to participate in the Choice Scholarship Program, to
provide a math screener for their kindergarten through second grade students. This is expected to increase
the assessments eligible to be claimed for a Formative Assessment Grant by about 38,600. If the Formative
Assessment Grant is fully appropriated, state expenditures could increase by $232,000 to $293,000. These
costs can be reduced dependent on the screener selected by schools, including certain screeners that are
available for free. Ultimately, the impact to state expenditures is dependent on state and local action.
Teacher Preparation Programs: The bill requires DOE to revise the guidelines concerning the curriculum
used by accredited teacher preparation programs to prepare teacher candidates on elementary level math
instruction. This represents a workload increase for DOE and state educational institutions (SEIs) if an SEI’s
teacher preparation program is required to update existing curriculum. [SEIs receive state funding through
General Fund appropriations.]
Improvement Plans: The bill’s provisions require DOE to conduct a review of accredited teacher preparation
programs. This may increase the number of improvement plans the Commission on Higher Education (CHE)
is required to help develop. This represents a workload increase for these agencies. To the extent that SEIs
are required to develop an improvement plan with CHE, SEI workload will also increase to develop and
adhere to the improvement plan.
HB 1634	1 Advanced Math Course Reports: The bill requires DOE to compile a report regarding the percentage of
students who scored above proficiency on the ILEARN assessment for math. This requirement is within the
agency’s routine administrative functions and should be able to be implemented with no additional
appropriations, assuming near customary agency staffing and resource levels.
Additional Information - Math Screener: Schools may currently apply with DOE to receive a Formative
Assessment Grant to pay for student assessments, including approved math screeners. Grant awards are
dependent on the amount appropriated for these purposes and the number of assessments reported by
participating schools. In FY 2025, approximately $14.1 M was appropriated to the Formative Assessment
Grant through which DOE awarded participating schools up to $7.60 per assessment. Approximately 38,600
kindergarten through second grade students did not receive a math screener in FY 2025, but would have
otherwise been required to under the bill. [These students include eligible non-public school students.]
Explanation of State Revenues: 
Explanation of Local Expenditures: Math Screener: Provisions in the bill are estimated to require public
schools to provide an additional 31,850 math screeners statewide. This could represent a public school
expenditure increase dependent on the screener selected by a school and the amount appropriated to the
Formative Assessment Grant. [See Explanation of State Expenditures.] Public schools will also experience
an expenditure and/or workload increase to provide math related intervention for students who are not
proficient in math.
Explanation of Local Revenues: Math Screener: Provisions in the bill are estimated to require public
schools to provide an additional 31,850 math screeners state wide. Based on the FY 2025 Formative
Assessment Grant appropriation, this would reduce the per-student Formative Assessment Grant by $0.15.
However the impact to public school revenue is ultimately dependent on the amount appropriated to the
Formative Assessment Grant. [See Explanation of State Expenditures.]
