Summary of Legislation: The bill provides, for purposes of election law, that a document issued by a
postsecondary educational institution is not sufficient proof of identification. The bill modifies the residence
requirements that apply to a student attending a postsecondary educational institution in Indiana who
registers to vote.
Effective Date:  July 1, 2025.
Explanation of State Expenditures: The Secretary of State would likely need to update their website
regarding college student voter registration information. It is likely the page could be revised as a routine
matter of business. Any updates made to the Indiana Voter Registration Portal, would be specific to the
contract details between the Election Division and their software vendor. 
Explanation of State Revenues: 
Explanation of Local Expenditures: County clerks and boards of voter registration, particularly in counties
with a university or college may need to update information of acceptable identification on their website.
Additionally, counties may elect to modify poll worker training to address the bills changes. The
administrative changes would likely fall under routine matters of business. 
Explanation of Local Revenues: 
State Agencies Affected: Secretary of State; Election Division.  
Local Agencies Affected: Circuit court clerks, county boards of elections and voter registration.
