Isa BILL STATUS: As Introduced FIRST SPONSOR: FUNDS AFFECTED: GENERAL IMPACT: State & Local XDEDICATED FEDERAL Summary of Legislation: The bill establishes the Rural Utility Infrastructure Grant Fund for the purpose of providing grants to specified eligible entities to use in obtaining the utility infrastructure required to meet the growing demand for utility service in rural areas in Indiana. The bill provides that the fund shall be administered by the Indiana Economic Development Corporation (IEDC) or its successor. The bill requires the IEDC to adopt rules to implement these provisions. Effective Date: July 1, 2025. Explanation of State Expenditures: Rural Utility Infrastructure Grant Fund: The bill establishes the nonreverting Rural Utility Infrastructure Grant Fund, which would be administered by the IEDC. The fund consists of gifts, grants, interests and money from other sources. Money in the fund may be used for the IEDC’s or its successor’s administrative expenses incurred to administer the fund. The bill does not make an appropriation to the fund. IEDC: The bill requires the IEDC or its successor to administer the fund. The IEDC would need to adopt the administrative rules and procedures to provide grants to eligible entities. The bill’s requirements should be able to be implemented within existing staffing and resource levels.
