Synopsis:  Social service benefit kiosk pilot program. Requires the
division of family resources (division) of the office of the secretary of
family and social services to establish a pilot program under which the
division develops, deploys, and determines the effectiveness of
electronic kiosks that allow an individual to do any of the following: (1)
Determine the balance remaining in the individual's SNAP or TANF
account. (2) Apply to the office of the secretary for a new EBT card. (3)
Apply for SNAP or TANF benefits, subject to verification through in
person communication with the division.
Effective:  July 1, 2025.

HOUSE BILL No. 1648
A BILL FOR AN ACT concerning human services.
Be it enacted by the General Assembly of the State of Indiana:
1 SECTION 1. [EFFECTIVE JULY 1, 2025] (a) The following
2 definitions apply throughout this SECTION:
3 (1) "Division of family resources" means the division of
4 family resources established by IC 12-13-1-1.
5 (2) "EBT card" has the meaning set forth in 470 IAC 6-0.5-1.
6 (3) "Secretary of family and social services" means the
7 secretary of family and social services appointed under
8 IC 12-8-1.5-2.
9 (4) "SNAP" means the federal Supplemental Nutrition
10 Assistance Program under 7 U.S.C. 2011 et seq.
11 (5) "TANF" means the federal Temporary Assistance for
12 Needy Families program under 42 U.S.C. 601 et seq.
13 (b) The division of family resources shall establish a pilot
14 program under which the division of family resources develops and
15 deploys electronic kiosks that allow an individual to do any of the
16 following:
17 (1) Determine the balance remaining in the individual's SNAP
18 or TANF account.

1 (2) Apply to the office of the secretary for a new EBT card.
2 (3) Apply for SNAP or TANF benefits, subject to verification
3 through in person communication with the division of family
4 resources.
5 (c) Not later than December 31, 2027, the director of the division
6 of family resources shall issue a written report to the secretary of
7 family and social services that contains the director's:
8 (1) determination regarding the effectiveness of the kiosks
9 deployed under subsection (b); and
10 (2) recommendations regarding wider implementation of the
11 kiosks, including any recommendations regarding changes to
12 improve the effectiveness of the kiosks.
13 (d) This SECTION expires January 1, 2028.
