Burton BILL STATUS: As Introduced FIRST SPONSOR: FUNDS AFFECTED: GENERAL IMPACT: State & Local XDEDICATED FEDERAL Summary of Legislation: This bill requires the Indiana Utility Regulatory Commission (IURC) to include in the Commission's annual report and publish on the Commission's website: (1) the average amount paid by an Indiana resident for: (A) energy utility service; (B) water and wastewater utility service; and (C) gas distribution service; in the preceding year; and (2) the statistical change in each of these average amounts since the first year for which the IURC reported the average amount. Effective Date: July 1, 2025. Explanation of State Expenditures: The IURC’s workload would increase in reporting the average amount paid by an Indiana residents in energy, water, wastewater, and gas utilities. The IURC currently reports monthly average residential customer bills for water and wastewater utilities. Averages for electric and natural gas service are not currently reported, but instead the expected bill for certain levels of usage in kilowatt hours and therms respectively. Explanation of State Revenues: Explanation of Local Expenditures: The IURC’s annual report requirement may result in a slight increase in workload in terms of billing and rate information local municipalities will have to report to the IURC.
