*HR1569* Introduced Version HOUSE RESOLUTION No. ___ Introduced by: Carbaugh ____________________________________ 1 A HOUSE RESOLUTION recognizing the first full week 2 of May 2025 as Tardive Dyskinesia Awareness Week. 3 Whereas, Serious mental illnesses like bipolar disorder, 4 major depressive disorder, and schizophrenia often require 5 treatment with antipsychotic medications for effective 6 management, and antipsychotic prescribing rates continue to 7 rise; 8 Whereas, While prolonged antipsychotic use may be 9 essential for the treatment of certain conditions, it is associated 10 with tardive dyskinesia (TD), a condition marked by 11 uncontrollable, abnormal, and repetitive movements of the face, 12 torso, limbs, or extremities; 13 Whereas, People at higher risk of TD include those older 14 than 55 years, Black individuals, women, individuals with mood 20253115 HR 1569/DI 140 2025 2 1 or substance use disorders, intellectual disabilities, or central 2 nervous system injuries, and those with high cumulative 3 antipsychotic exposure; 4 Whereas, Approximately 60 percent of the estimated 800,000 5 U.S. adults living with TD remain undiagnosed, and even mild 6 TD symptoms can be stigmatizing and impair physical, social, 7 and emotional well-being, underscoring the urgency of early 8 screening, detection, and intervention; 9 Whereas, The American Psychiatric Association 10 recommends routine TD screening in their clinical guidelines 11 for antipsychotic treatment, and individuals treated with 12 antipsychotics or experiencing abnormal movements should 13 consult their health care providers to assess TD risk, receive 14 TD screenings, and determine appropriate treatment together; 15 Whereas, Treatments approved by the United States Food 16 and Drug Administration for TD can provide options for 17 symptom management and improved quality of life for many 18 individuals living with TD; and 19 Whereas, The Indiana House of Representatives encourages 20 TD screening education and awareness for health care 21 providers, patients, and care partners to help ensure patients 22 prescribed antipsychotics receive care and support that aligns 23 with clinical best practices, including regular TD screenings: 24 Therefore, 25 Be it resolved by the House of Representatives of the 26 General Assembly of the State of Indiana: 27 SECTION 1. That the Indiana House of Representatives 28 recognizes the first full week in May 2025 as Tardive 29 Dyskinesia Awareness Week. 30 SECTION 2. That the Indiana House of Representatives 31 underscores the importance of early detection and intervention 32 to improve outcomes for people living with mental health 33 conditions and prescribed antipsychotics, and supports efforts 34 to raise awareness about the causes and symptoms of TD and 35 the importance of routine TD screening. 36 SECTION 3.
