Glick BILL STATUS: As Introduced FIRST SPONSOR: FUNDS AFFECTED:XGENERAL IMPACT: State XDEDICATED FEDERAL Summary of Legislation: The bill requires the Department of Natural Resources (DNR) to establish a pilot program to combat chronic wasting disease (CWD) in deer. Effective Date: July 1, 2025. Explanation of State Expenditures: The bill would increase workload and expenditures for the DNR an indeterminate amount for FY 2026 and FY 2027. The pilot program must include the collection of DNA samples, a testing location for DNA samples, and a captive breeding program for deer that are genetically resistant to CWD. The bred female and male deer are to be released between February and April 2027. Costs for DNA testing will depend on the number of samples tested and whether the DNR has the testing resources or would need to outsource the testing. If the DNR uses outside resources, testing is likely to be about $75 per sample, based on the most recent professional services contract between the Indiana Board of Animal Health and the North American Deer Registry, which lists a flat fee of $75 for each sample tested and analyzed. Costs for the captive deer breeding program will depend on the number of deer bred. These costs may include deer feed, veterinary costs, and containment supplies and materials (fencing, posts, gates, water tanks, feed troughs, etc.). The bill allows the Natural Resources Commission (NRC) to adopt rules to implement the provisions of the bill, which is a routine function of the NRC. Explanation of State Revenues: Revenue to the Fish and Wildlife Fund may increase for FY 2027 as the bill allows the DNR to sell up to 50% of the bred white-tailed deer from the pilot program for $500 per deer. Revenue will depend on the number of deer bred and sold.
