Summary of Legislation: The bill requires the Little Calumet River Basin Development Commission to
submit an annual budget to the Lake County Council before September 1 of each year. It provides that, after
December 31, 2025, the commission may not expend money unless certain conditions are met. It requires
the commission to submit an annual expenditure and activity report to the council before November 1 of each
year.
Effective Date: July 1, 2025.

Explanation of Local Expenditures: The bill requires the Little Calumet River Basin Development
Commission to submit an annual report of its expenditures and activities, and submit a budget to the Lake
County Council for approval. It provides that, after December 31, 2025, the commission shall only make
expenditures as authorized by a council-approved budget, unless the expenditure is otherwise approved by
the council, which could decrease overall expenditures.
