Becker BILL STATUS: CR Adopted - 1 st House FIRST SPONSOR: FUNDS AFFECTED:XGENERAL IMPACT: State & Local XDEDICATED XFEDERAL Summary of Legislation: The bill allows a pharmacist to administer an immunization that is recommended by the federal Centers for Disease Control and Prevention Advisory Committee on Immunization Practices to a group of individuals under a drug order, under a prescription, or according to a protocol approved by a physician if certain conditions are met. (Current law allows a pharmacist to administer specified immunizations to a group of individuals under a drug order, under a prescription, or according to a protocol approved by a physician if certain conditions are met.) Effective Date: July 1, 2025. Explanation of State Expenditures: Summary– If Medicaid enrollees and State Employee Health Plan members receive additional vaccines as a result of pharmacists being able to provide a broader range of vaccines, state vaccine and vaccine administration costs will increase. The increase is indeterminate and will depend on the number of vaccines that would not otherwise have been provided in another setting. Pharmacists– Pharmacists may be able to administer more immunizations under the bill. However, any increase in the number of immunizations given is expected to be minimal because individuals needing the immunization may already acquire it from a different medical provider. PLA– The Professional Licensing Agency (PLA) may need to update the pharmacy webpage regarding immunizations or notify their licensed practitioners regarding the bill’s changes. These are routine agency functions and would likely be accomplished with existing staff and resources. Explanation of State Revenues: Explanation of Local Expenditures: Summary– Local government employees may receive additional vaccines as a result of the bill, which would increase health plan costs. However, the increase is indeterminate and will depend on the number of vaccines that would not otherwise have been provided in SB 96 1 another setting.
