Summary of Legislation: (Amended) Pharmacist Immunizations– The bill allows a pharmacist to
administer an immunization that is recommended by the federal Centers for Disease Control and Prevention
Advisory Committee on Immunization Practices and approved by federal Food and Drug Administration to
a group of individuals under a drug order, under a prescription, or according to a protocol approved by a
physician if certain conditions are met. (Current law allows a pharmacist to administer specified
immunizations to a group of individuals under a drug order, under a prescription, or according to a protocol
approved by a physician if certain conditions are met.)
Removal of Vaccinations– The bill authorizes the Commissioner of the Indiana Department of Health to
remove during the legislative interim a vaccination from the list of vaccinations otherwise recommended and
approved by the federal government. The bill provides that the Commissioner's removal of the vaccination
from the list is effective until the date that the General Assembly adjourns sine die in the ensuing calendar
year.
Effective Date: July 1, 2025.
Explanation of State Expenditures: (Revised) Summary– Any net change in the number of immunizations
provided to individuals covered under the state employee health plan (SEHP) or the state Medicaid program
as a result of this bill is expected to be minimal.
(Revised) Pharmacist Immunizations– If Medicaid enrollees and SEHP members receive additional vaccines
as a result of pharmacists being able to provide a broader range of vaccines, state vaccine and vaccine
administration costs will increase. Any increase will depend on the number of vaccines that would not
otherwise have been provided in another setting.
(Revised) Removal of Vaccinations– If fewer vaccinations are offered as a result of this bill, state vaccine
and vaccine administration costs may decrease by an indeterminable amount. Any change will depend on
actions of the Commissioner of the Indiana Department of Health.
SB 96 1 PLA– The Professional Licensing Agency (PLA) may need to update the pharmacy webpage regarding
immunizations or notify their licensed practitioners regarding the bill’s changes. These are routine agency
functions and would likely be accomplished with existing staff and resources.
Explanation of State Revenues:
