Summary of Legislation: The bill repeals the certificate of public advantage (COPA) concerning hospital
mergers.
Effective Date:  July 1, 2025.
Explanation of State Expenditures: The bill will have minimal workload impact for the Indiana
Department of Health (IDOH). One potential merger under this section was withdrawn and IDOH has no
others currently under consideration. [IDOH administration is funded by the Tobacco Master Settlement
Fund, a dedicated fund.]
Explanation of State Revenues: Any COPA fees received from hospitals are deposited into the state
General Fund.
