Summary of Legislation: The bill prohibits the submission of an application for a certificate of public
advantage (application) after February 15, 2025. It changes the time frame in which the Indiana Department
of Health has to review and make a determination on an application filed during a specified time frame.  
Effective Date: Upon passage.
Explanation of State Expenditures: The bill will have a minimal workload impact for the Indiana
Department of Health (IDOH), and allows the Office of the Attorney General to consult with the IDOH. One
potential application under this section was withdrawn and IDOH has no others currently under
consideration. [IDOH administration is funded by the Tobacco Master Settlement Fund, a dedicated fund.]
Explanation of State Revenues: Any application fees received from hospitals are deposited into the state
General Fund.
