Summary of Legislation: This bill provides that a quarter square mile area containing at least five (instead
of eight) residences constitutes an "urban area" within which a planning and zoning authority may prohibit
mining and logging. The bill makes a stylistic change.
Effective Date:  July 1, 2025.

Explanation of Local Expenditures: This bill’s provision expands the definition of an “urban area” where 
a planned/zoned area would include at least five residences within a quarter mile square area instead of the
current minimum requirement of eight residences. This provision may result in an increase in the
administrative workload for municipal planning and zoning commissions since additional territory would
potentially be deemed as an “urban area” and subject to the commission’s jurisdiction.
