Summary of Legislation: This bill provides that a lobbyist who meets certain training, licensing, and
eligibility requirements has the right to carry a handgun within the state capitol building and on the property
of the state capitol complex. It also makes a technical correction.
Effective Date: July 1, 2025.
Explanation of State Expenditures: The bill’s requirements are within each affected agency’s routine
administrative functions and should be able to be implemented with no additional appropriations, assuming
near customary agency staffing and resource levels.
