Summary of Legislation: The bill provides that the Indiana Department of Administration may issue a
request for proposals and award a contract for the conduct of an energy audit on the: (1) Indiana State Capitol
Building; and (2) Indiana Government Center North and South Buildings; not later than December 31, 2025.
Effective Date: July 1, 2025.
Explanation of State Expenditures: Summary– If the Department of Administration (IDOA) issues
proposals and a proposal is excepted state General Fund expenditures could increase by an estimated $0.50
M to $0.7 M to conduct an energy audit. The actual cost would depend on the agreed to price reached by the
IDOA and the vendor within the accepted proposal and whether the campus’s current energy provider does
not offer the audit free of charge.
Additional Information– Typically, large buildings and facilities would require an ASHRAE Level III energy
audit which may range in price from $0.36 to $0.50 per square foot. The State House and Government Center
North and South Buildings are roughly 1.4 M square feet in total. The estimate above was calculated using
the square foot pricing and estimated square feet of the three buildings listed above.
