Summary of Legislation: This bill requires the Indiana Department of Health to collect and publish certain
information concerning drowning deaths in Indiana. The bill requires the Department of Education to develop
curricula regarding water safety. It requires a school corporation to provide instruction on water safety as
a part of the health education curriculum for students enrolled in kindergarten through grade 12.
Effective Date:  July 1, 2025.
Explanation of State Expenditures: Department of Education: The Department of Education will
experience a workload increase to establish water safety curriculum for use by school corporations. This
requirement is within the agency’s routine administrative functions and should be able to be implemented
with no additional appropriations.
Indiana Department of Health: Provisions in the bill require the Indiana Department of Health to publish
certain drowning related statistics on their website beginning in FY 2026. This requirement is within the
agency’s routine administrative functions and should be able to be implemented with no additional
appropriations.
Explanation of State Revenues: 
Explanation of Local Expenditures: Beginning in FY 2026, school corporations will experience a short-
term workload increase to adjust their health education curriculum to include water safety in order to meet
the requirements of this bill. The workload increase should be completed with existing staff and resources.
