Gaskill BILL STATUS: As Introduced FIRST SPONSOR: FUNDS AFFECTED:XGENERAL IMPACT: State DEDICATED FEDERAL Summary of Legislation: This bill establishes the Local Government Efficiency Task Force to study creating a more streamlined and cost effective local government structure. It sets forth the membership, and requires the task force to issue a report to the General Assembly and the governor not later than November 1, 2026. Effective Date: July 1, 2025. Explanation of State Expenditures: The bill establishes the 17-member Local Government Efficiency Task Force consisting of 12 legislators, four lay members, and one state employee. Legislative Council resolutions in the past have established budgets for interim study committees in the amount of $17,500 per interim for committees with 16 members or more. All members of the task force are entitled to mileage reimbursement of $0.70 per mile (after Dec. 31, 2024). Legislators are also entitled to a per diem of $213 (as of Oct. 1, 2024). Lay members are also entitled to a $75 per diem (HEA 1001-2023). Expenses of the task force are to be paid from appropriations to the Legislative Council. The administrative workload could increase minimally for the State Fire Marshall, which is the one state employee appointed to the task force. Additionally, the administrative workload for the Legislative Services Agency (LSA) would increase minimally since the LSA would provide staff support for the task force.
