SENATE BILL No. 476
A BILL FOR AN ACT to amend the Indiana Code concerning
transportation and to make an appropriation.
Be it enacted by the General Assembly of the State of Indiana:
1 SECTION 1. IC 8-23-33 IS ADDED TO THE INDIANA CODE AS
2 A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE JULY
3 1, 2025]:
4 Chapter 33. Microtransit Pilot Program
5 Sec. 1. As used in this chapter, "eligible county" means a county
6 that has a population of greater than two hundred fifty thousand
7 (250,000).
8 Sec. 2. As used in this chapter, "microtransit service" means an
9 on-demand transportation service using multi-passenger vehicles
10 that is provided:
11 (1) for a fixed fee; and
12 (2) to a designated service area.
13 Sec. 3. As used in this chapter, "pilot program" means the pilot
14 program established by section 4 of this chapter.
15 Sec. 4. The microtransit pilot program is established for the
16 purpose of providing affordable microtransit services to residents
17 of eligible counties.

1 Sec. 5. (a) The department shall administer the pilot program.
2 (b) The department shall adopt rules under IC 4-22-2 to
3 implement this chapter.
4 Sec. 6. The department may issue a grant to an eligible county
5 to participate in the pilot program, subject to the following:
6 (1) An eligible county must apply to participate in the pilot
7 program in the form and manner prescribed by the
8 department.
9 (2) An eligible county may receive a grant of up to two
10 hundred fifty thousand dollars ($250,000) annually.
11 (3) If the department approves a grant to an eligible county,
12 the eligible county must provide a local matching amount of
13 twenty percent (20%) of the amount of the approved grant
14 award.
15 (4) The eligible county must have at least one (1) or more of
16 the following in its designated service area for the pilot
17 program:
18 (A) A postsecondary educational institution.
19 (B) An adult education center.
20 Sec. 7. An eligible county that receives a grant under section 6
21 of this chapter may administer the pilot program locally through
22 a public or regional transportation or transit authority.
23 Sec. 8. (a) Not later than June 30 of each year following the year
24 an eligible county is awarded a grant under section 6 of this
25 chapter, the eligible county shall report the following information
26 regarding the pilot program to the department:
27 (1) The number of individuals who used the microtransit
28 service.
29 (2) The number of rides provided using the microtransit
30 service.
31 (3) Any other information required by the department.
32 (b) The department shall compile the information received
33 under subsection (a) and, not later than October 1 of each year,
34 submit a report with a summary of the pilot program to the
35 governor and legislative council. A report to the legislative council
36 must be in an electronic format under IC 5-14-6.
37 Sec. 9. (a) There is appropriated from the state general fund to
38 the department four million five hundred thousand dollars
39 ($4,500,000) to provide grants to eligible counties for the purpose
40 of the pilot program.
41 (b) This section expires June 30, 2028.
42 Sec. 10. This chapter expires July 1, 2028.
