SENATE BILL No. 488
A BILL FOR AN ACT to amend the Indiana Code concerning labor
and safety.
Be it enacted by the General Assembly of the State of Indiana:
1 SECTION 1. IC 22-4-44 IS ADDED TO THE INDIANA CODE AS
2 A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE JULY
3 1, 2025]:
4 Chapter 44. Reemployment Skills Training Pilot Program
5 Sec. 1. As used in this chapter, "eligible provider" has the
6 meaning set forth in IC 22-4.1-20-1. The term includes, for
7 purposes of this chapter, a training provider listed on the
8 department's eligible training provider list on the department's
9 website.
10 Sec. 2. As used in this chapter, "pilot program" means the
11 reemployment skills training pilot program established by the
12 department under section 3 of this chapter.
13 Sec. 3. The department shall establish a reemployment skills
14 training pilot program to supplement an individual's receipt of
15 weekly unemployment benefits for each week of unemployment
16 that the individual is:
17 (1) eligible for unemployment benefits; and

1 (2) making satisfactory weekly progress toward a training
2 program approved under this chapter.
3 Sec. 4. An individual is eligible to participate in the pilot
4 program if the department determines that the individual is:
5 (1) unlikely to find sustainable employment without further
6 training;
7 (2) eligible for unemployment compensation under this
8 article; and
9 (3) more likely to complete training with a weekly incentive.
10 Sec. 5. The department may approve a training program under
11 the pilot program that meets the following requirements:
12 (1) The department determines that the training program is
13 for a high wage and high demand occupation.
14 (2) Completion of the training program results in an industry
15 recognized credential or certification.
16 (3) Completion of the training program substantially
17 increases the likelihood of an individual being employed.
18 (4) The training program is offered by an eligible provider.
19 Sec. 6. (a) The pilot program may not be funded from the
20 unemployment trust fund.
21 (b) The reemployment skills training pilot program fund is
22 established for the purpose of funding the pilot program.
23 (c) The fund shall be administered by the department.
24 (d) The expenses of administering the fund shall be paid from
25 money in the fund.
26 (e) The fund consists of the following:
27 (1) Appropriations to the fund.
28 (2) Federal grant funds.
29 (3) Gifts or donations to the fund.
30 (f) The treasurer of state shall invest the money in the fund not
31 currently needed to meet the obligations of the fund in the same
32 manner as other public money may be invested.
33 (g) Money in the fund at the end of a state fiscal year does not
34 revert to the state general fund.
