Summary of Legislation: The bill requires the Department of Workforce Development to establish a
Reemployment Skills Training Pilot Program to supplement an individual's receipt of weekly unemployment
benefits. It specifies program requirements for participants and eligible providers. It establishes the
Reemployment Skills Training Pilot Program Fund for the purpose of funding the program.
Effective Date: July 1, 2025.
Explanation of State Expenditures: Department of Workforce Development: The bill would increase
workload and expenditures for the Department of Workforce Development to establish the Reemployment
Skills Training Pilot Program and establish and administer the Reemployment Skills Training Pilot Program
Fund. The additional funds and resources required could be supplied through existing staff and resources
currently being used in another program or with new appropriations. Ultimately, the source of funds and
resources required to satisfy the requirements of this bill will depend on legislative and administrative
actions.
Reemployment Skills Training Pilot Program Fund: The bill establishes the Reemployment Skills Training
Pilot Program Fund. Money in the fund would pay the expenses of the fund. The fund would consist of
appropriations from the General Assembly, federal grant funds, and gifts and donations to the fund. The bill
does not make an appropriation.
The Treasurer of State will invest the money in the fund. The bill’s requirements are within the agency’s
routine administrative functions and should be able to be implemented with no additional appropriations,
assuming near customary agency staffing and resource levels.
