Summary of Legislation: The bill allows, subject to a written agreement concerning the transport of
individuals, an emergency medical responder, an emergency medical technician, an advanced emergency
medical technician, or a paramedic (emergency medical services personnel) to transport an individual to: (1)
a health care facility; (2) a mental health facility; or (3) an urgent care facility; that can provide the individual
with appropriate and necessary treatment. The bill specifies information that must be included in a written
agreement.
It allows reimbursement for transporting the individual to the facility.
Effective Date: July 1, 2025.
Explanation of State Expenditures: The bill allows reimbursement for emergency medical services
personnel to transport a patient to a location other than a hospital. However, the source of the reimbursement
will depend on the health care coverage of the patient and other arrangements the emergency medical
services personnel have with local units or groups. If additional reimbursement occurs, costs to the state
employees health plan and Medicaid could increase. Conversely, if the cost of care at one of the facilities
allowed by the bill is less than the cost of an emergency department or avoids further transportation costs,
cost savings may occur.

Explanation of Local Expenditures: Local units providing insurance coverage could have additional
transportation costs or cost savings based on the location of care. (See Explanation of State Expenditures.)
Explanation of Local Revenues: Locally owned entities employing emergency medical services personnel
could receive reimbursement depending on the health care coverage of the individual treated.
