Summary of Legislation: (Amended) This bill prohibits a Marion County sheriff's deputy from attending
the Indiana Law Enforcement Academy. It requires the Law Enforcement Training Board to certify one law
enforcement academy located in Marion County, to be used by the Marion County sheriff's office and the
Indianapolis Metropolitan Police Department. It also provides that a Marion County sheriff's deputy may
only attend the law enforcement academy located in Marion County if the deputy is subject to a merit board
established by the governing body. 
Effective Date:  July 1, 2025.
Explanation of State Expenditures: (Revised) The bill would increase the workload of the Law
Enforcement Training Board to certify a law enforcement academy for Marion County sheriff’s office and
Indianapolis Metropolitan Police Department. The bill’s requirements are within the agency’s routine
administrative functions and should be able to be implemented with no additional appropriations, assuming
near customary agency staffing and resource levels.

Explanation of Local Expenditures: (Revised) The bill would make a Marion County law enforcement
academy a Law Enforcement Training Board certified academy. This certification is expected to have
minimal impact to workload and expenditures for Marion County.
