Summary of Legislation: The bill establishes the Ballot Tracking Commission to review data concerning
technology to track an absentee ballot using real-time tracking information. It provides that the Commission
expires June 30, 2026.
Effective Date: July 1, 2025.
Explanation of State Expenditures: Commission Members– Members of the Commission that are not state
employees would be allowed to receive per diem, mileage, and travel allowances paid to individuals that
serve as legislative or lay members of an interim study committee established by the Legislative Council.
Members that are state employees but are not members of the General Assembly would receive travel
expense and expenses actually incurred in connection with the member’s service provided in the state
policies and procedures established by the Indiana Department of Administration and approved by the State
Budget Agency. The compensation expenditures for these members would be covered by appropriations
made to the Governor.
Legislative members of the Commission would receive the same per diem, mileage, and travel expenses that
a legislative member of an interim study committee established by the Legislative Council would receive for
their service. The compensation for these members would be paid from appropriations to the Legislative
Council or Legislative Services Agency.
Commission Staff– The bill requires the Governor to designate staff for the Commission, which would
increase the Governor’s staff’s workload.
