DIGEST OF RESOLUTION
A CONCURRENT RESOLUTION urging the Indiana Department
of Transportation to rename the portion of I-65 between mile marker
137 and 138 in Boone County the "Deputy Jacob M. Pickett Memorial
Mile".

SENATE CONCURRENT
RESOLUTION No. 13 
1 A CONCURRENT RESOLUTION urging the Indiana
2 Department of Transportation to rename the portion of I-65
3 between mile marker 137 and 138 in Boone County the
4 "Deputy Jacob M. Pickett Memorial Mile".
5 Whereas, Deputy Jacob "Jake" M. Pickett was born in
6 Columbus, Ohio, to Marlin and Rebecca Pickett on December
7 20, 1983;
8 Whereas, After attending and graduating from Brownsburg
9 High School, Deputy Pickett completed his initial law
10 enforcement training at the Marion County Sheriff's Office
11 Training Academy in 2010 and the Indiana Law Enforcement
12 Academy in 2014 with Class 202 as a pistol expert;
13 Whereas, Deputy Pickett began his law enforcement career
14 in 2010 at the Marion County Sheriff's Office as a detention
15 deputy and member of the Sheriff's Presentation Corps, where
16 he served for three years before transferring to the Tipton
17 County Sheriff's Office;
18 Whereas, In 2015, Deputy Pickett joined the Boone County
19 Sheriff's Office, where he served as a taser instructor, K-9 team
20 leader, K-9 handler, and member of the Fraternal Order of
21 Police #110;
22 Whereas, Deputy Pickett's acts of service extended both in
23 uniform and out of it by greeting children at school, organizing
24 a children's Christmas card drive, and rescuing animals with
25 his wife;

1 Whereas, On March 2, 2018, the Lebanon Police
2 Department were serving a warrant on a female subject when
3 another male with multiple active warrants was seen in the
4 area and fled the scene in a vehicle along with two other males,
5 during which time Deputy Pickett joined the pursuit;
6 Whereas, After a short pursuit, all three males exited the
7 vehicle onto Indiana Spring Road and fled on foot, shortly
8 followed by Deputy Pickett and his canine partner, Brik;
9 Whereas, Deputy Pickett was fatally shot during the foot
10 pursuit, but was able to complete one lasting act of service by
11 donating his organs three days later;
12 Whereas, Deputy Pickett is survived by his wife, Jennifer,
13 sons, Lincoln David and Wade Matthew, parents, sister, and in-
14 laws;
15 Whereas, In honor of Deputy Pickett's legacy, Jennifer
16 established the Jake Pickett Response Organization to assist
17 other law enforcement families during tragic life events; and
18 Whereas, It is fitting for the Indiana Department of
19 Transportation to rename the  portion of I-65 between mile
20 marker 137 and 138 in Boone County in honor of Deputy
21 Pickett's lifetime of service and dedication to Boone County and
22 the State of Indiana:  Therefore,
23 Be it resolved by the Senate of the General Assembly
24 of the State of Indiana, the House of Representatives
25	concurring:
26 SECTION 1. That the Indiana General Assembly urges the
27 Indiana Department of Transportation to rename the portion of
28 I-65 between mile marker 137 and 138 in Boone County the
29 "Deputy Jacob M. Pickett Memorial Mile".
30 SECTION 2. The Secretary of the Senate is hereby directed
31 to transmit copies of this Resolution to the family of Deputy
32 Jacob M. Pickett and the Commissioner of the Indiana
33 Department of Transportation.

COMMITTEE REPORT
Mr. President: The Senate Committee on Homeland Security and
Transportation, to which was referred Senate Concurrent Resolution
No. 13, has had the same under consideration and begs leave to report
the same back to the Senate with the recommendation that said
resolution DO PASS.
