Various insurance matters. Requires a person or entity to furnish information relating to a fraudulent insurance act to the department of insurance or the National Insurance Crime Bureau. Provides that a person or entity is not subject to civil or criminal liability for filing a report or furnishing other information concerning a fraudulent insurance act under certain circumstances. Sets forth a fee schedule for providing unrestricted data to certain entities from the all payer claims data base. Makes various changes to: (1) provisions relating to notice of material change; and (2) the property and casualty insurance and guaranty association law. Allows the insurance commissioner to waive the requirements for a merger or consolidation of a farm mutual insurance company with any other company if an emergency event occurs. Provides that a policy of insurance that provides coverage in excess of any liability relating to a self-insured retention amount shall be considered a commercial umbrella or excess liability policy under the uninsured and underinsured motorist coverage provision. Requires an insurer of automobile insurance policies to mail a notice of nonrenewal at least 30 days before the expiration of the policy. Requires an insurer of residential policies to: (1) mail a notice of nonrenewal at least 60 days before the expiration of the policy; and (2) take certain actions when the insurer utilizes aerial images as part of the insurer's coverage determinations. Allows co-owners of a condominium that meets certain conditions to obtain property and casualty insurance coverage for the condominium units by purchasing a master policy or by allowing each co-owner to purchase insurance on an individual basis. Requires an insurer and a health maintenance organization to provide an insurance producer with access to a complete list of providers who have entered into a reimbursement agreement with the insurer or health maintenance organization. Provides that the prohibition on denying, conditioning, or discriminating in the pricing of Medicare supplement policies for certain applicants applies to an applicant who submits an application during the period beginning one month before the applicant's birthday and ending one month after the applicant's birthday. Provides that the insurance commissioner has the authority to take certain actions relating to the creation, implementation, or operation of a health benefit exchange. Requires the department of insurance to annually report information to the budget committee regarding the fee schedule for providing unrestricted data that is being added in the bill.

Payment of insurance claims. Provides that an insurer may not adjust a subsequent claim filed by a provider as a method of obtaining reimbursement of an overpayment made by the insurer on a prior claim by the provider. Provides that a health maintenance organization may not adjust a subsequent claim filed by a provider as a method of obtaining reimbursement of an overpayment made by the health maintenance organization on a prior claim by the provider. Provides that an insurer may not, more than one year after the date on which an overpayment on a provider claim was made to the provider by the insurer, request that the provider repay the overpayment (current law is two years). Provides that a health maintenance organization may not, more than one year after the date on which an overpayment on a provider claim was made to the provider by the health maintenance organization, request that the provider repay the overpayment (current law is two years). Makes conforming changes.

Presumption of continuation of life. Establishes a presumption that the continuation of life is in a minor's best interests. Requires a health care provider to obtain the consent of each parent or each legal guardian before issuing a do not resuscitate order or otherwise withholding or withdrawing treatment to allow the natural death of a minor. Prohibits a health care provider from interfering with the transfer of a minor patient at the request of a parent or guardian or otherwise preventing life saving measures before or during the transfer. States that a court does not have jurisdiction to withdraw life sustaining treatment for a minor.

Various crimes and child protection. Adds family case managers to the list of individuals who are designated as Indiana first responders. Clarifies that a court order concerning certain sex offender registration requirements may only be granted if a petition is filed under the provision governing certain retroactive application of law. Specifies that, if a petition to determine if a person should be considered a sexually violent predator or an offender against children has been filed, notice must be sent to certain parties. Separates the offenses of voyeurism, public voyeurism, and aerial voyeurism into two sections of the Indiana Code. Removes, from the crime of public voyeurism, the required element that the individual has the intent to peep at the person being recorded, and changes the name of the crime to "digital voyeurism". Provides that a serious sex offender who knowingly or intentionally approaches or communicates with a child in a public park commits a Level 6 felony.

PFAS water safety standards. Requires the Indiana department of health (state department) to establish state maximum contaminant levels for PFAS in water provided by public water systems. Provides that maximum contaminant levels established by the state department: (1) must be protective of public health, including the health of vulnerable subpopulations; and (2) may not be less stringent than any maximum contaminant level or health advisory promulgated by the United States Environmental Protection Agency.

Study of state house accessibility improvements. Requires the department of administration (IDOA) and the Indiana protection and advocacy services commission (IPASC) to jointly study the accessibility of the state house to individuals with disabilities. Designated public forums. Defines a "designated public forum". Provides that the state or a political subdivision may impose time, place, and manner restrictions on speech in a designated public forum, provided that such restrictions are: (1) justified by a compelling interest of the state or political subdivision; (2) narrowly tailored; (3) administered using the least restrictive means available; and (4) viewpoint neutral. Provides that the state or a political subdivision may not exclude speech: (1) made by a religious or political group, if the speech is consistent with the designated public forum's purpose; or (2) solely because it expresses a religious or political viewpoint.

Battery recycling. Provides that a retailer may not sell, offer for sale, or distribute for sale a covered battery or battery containing product unless: (1) the producer joins a battery stewardship organization; and (2) the battery is approved under a battery stewardship plan. Provides that a battery stewardship organization shall submit a battery stewardship plan (plan) to the Indiana department of environmental management (department) for approval. Sets out certain requirements with respect to a plan. Establishes the battery stewardship fund to cover the department's expenses in administering this act. Requires the department to publish certain information regarding battery recycling on the department's website. Provides that a battery stewardship organization may recover, under certain circumstances, all costs associated with collecting a covered battery from the producer. Allows fee based and nonfee based collection and recycling programs to operate under certain conditions. Prohibits a person from improperly recycling a covered battery. Defines certain terms. Provides that a producer and battery stewardship organization are exempt from state antitrust law with respect to planning, reporting, or operating a battery stewardship program.
