Dear Representative Williams: 
 
 SUBJECT: Fiscal Note for HB 2060 by House Committee on K-12 Education Budget 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2060 is 
respectfully submitted to your committee. 
 
 HB 2060 would create the Special Education and Related Services Funding Task Force.  
The task force would comprise ten members:  two members appointed by the Speaker of the House 
of Representatives; two members appointed by the President of the Senate; one member appointed 
by the minority leader of the House of Representatives; one member appointed by the minority 
leader of the Senate; one member appointed by the State Board of Education; two members 
appointed by the Department of Education who are professionals in the field of special education 
and related services; and one member who is a parent of a student who receives special education 
services.  In calendar year 2023 and every second succeeding calendar year, the parent member 
would be appointed by the Speaker of the House of Representatives.  In calendar year 2024 and 
every second succeeding calendar year, the parent member would be appointed by the President 
of the Senate. 
 
 All members would be appointed by July 1, 2023.  The bill would outline procedures for 
calling the first meeting and the process for filling vacancies.  If approved by the Legislative 
Coordinating Council, members would be paid for mileage and subsistence expenses.  The staff of 
the Office of Revisor of Statutes, the Legislative Research Department, and the Division of 
Legislative Administrative Services would provide assistance, as required.  The bill would require 
the State Board of Education to provide consultants and assistance when requested. 
 
 The bill would require the task force to: (1) study and make recommendations for changes 
in the existing formula for funding of special education and related services; (2) conduct hearings 
and receive and consider suggestions from stakeholders concerning funding for special education  The Honorable Kristey Williams, Chairperson

and related services; and (3) make and submit reports to the Legislature on the work of the task 
force concerning recommendations. Any report including recommendations for Legislative 
changes would be submitted on or before January 14 of each year.

 Legislative Administrative Services estimates the enactment of HB 2060 would require an 
additional appropriation to the Legislature’s FY 2024 budget totaling $20,331 from the State 
General Fund.  This estimate would assume four meetings of the task force each year.  Of this 
amount, $14,628 is for legislator pay, including salary, subsistence expenditures, mileage 
reimbursement, and enroute costs; $2,499 for is for committee assistant salaries and fringe benefit 
costs; and $3,204 is for non-legislator expenses, including mileage and tolls.  These costs would 
be on-going each year after the initial year of meetings. 
 
 The Department of Education indicates that annual costs totaling $5,500 would be borne 
by the agency for approximately 12 hours of preparation for its staff and follow-up time for each 
meeting, as well as 64 hours of preparation time for the Legislative report, using an average cost 
of $50 per hour.  Additional meetings beyond four in a given year would require additional staff 
time, which would incur additional costs.  Any fiscal effect associated with HB 2060 is not 
reflected in The FY 2024 Governor’s Budget Report.
