Dear Representative Thomas: 
 
 SUBJECT: Fiscal Note for HB 2132 by House Committee on Appropriations 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2132 is 
respectfully submitted to your committee. 
 
 HB 2132 would amend the Kansas Promise Scholarship Act by expanding eligible 
programs to include elementary education, secondary education, and transportation.  For students 
enrolled at eligible private postsecondary institutions, the scholarship amount:  (1) would be the 
aggregate amount of tuition, mandatory fees and the cost of books and materials for the program 
minus the aggregate amount of all other aid awarded to the student for the academic year, and (2) 
could not exceed the average cost of tuition, mandatory fees and the cost of books and materials 
for the program when offered by a community college or technical college. HB 2132 would 
become effective upon publication in the Kansas Register. 
 
 The Kansas Board of Regents indicates the enactment of HB 2132 would increase costs 
related to additional time required to administer the Kansas Promise Scholarship Act but the 
additional costs would be negligible could be absorbed within existing resources.
