HB 2165 would amend and make technical changes to the Campaign Finance Act. The bill would add a requirement that any entity expressly advocating for the nomination, election, or defeat of a clearly identified candidate for a state or local office include a statement that contains clear and conspicuous identifying information of the entity. The bill would extend the time frame to schedule an investigative hearing from 30 days to 90 days for the Governmental Ethics Commission. HB 2165 would also make a technical change in campaign finance affidavit amounts. The bill would remove the requirement that a complaint alleging a violation of KSA 46-245 must be filed within 30 days from the date the alleged violation occurred. HB 2165 would specify that lobbyists would have to register electronically with the Secretary of State and would change the timeframe for complying with registration or reporting requirements for individuals and lobbyists as outlined in the bill. The Governmental Ethics Commission states enactment of the bill would have a negligible fiscal effect on the operations of the Commission. The Office of the Secretary of State indicates the bill’s enactment would not have a fiscal effect on agency operations.
