 SUBJECT: Fiscal Note for HB 2166 by House Committee on Elections 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2166 is 
respectfully submitted to your committee. 
 
 HB 2166 would expand the election crime of corrupt political advertising to be consistent 
with the Campaign Finance Act and clarify the scope of its application. The bill would expand the 
election crime of corrupt political advertising to include telephonic communication, electronic 
communications, and printed communications. 
 
 The Kansas Secretary of State indicates it would use existing resources to provide training 
and update manuals for county election officials; update the agency’s website, public documents, 
and information; and work with county attorneys, law enforcement officials, media, political 
parties, candidates, and the public to ensure knowledge of the updated definition of the crime of 
corrupt political advertising.  The Kansas Governmental Ethics Commission states that enactment 
of HB 2166 would have no fiscal effect. Any fiscal effect associated with HB 2166 is not reflected 
in The FY 2024 Governor’s Budget Report.
