Dear Representative Proctor: 
 
 SUBJECT: Fiscal Note for HB 2270 by House Committee on Elections 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2270 is 
respectfully submitted to your committee. 
 
 HB 2270 would require the county chairperson to provide the county election officer with 
the name, address, email address, and phone numbers of persons who are appointed to the office 
of precinct committeeman or committeewoman.  If a precinct committeeperson is elected as a 
write-in candidate, the county clerk would request from the appropriate county chairperson the 
contact information of the precinct committeeperson elected.  Each precinct committeeperson 
would report changes in their contact information to the county election officer no later than 10 
days after such change. The bill would also require the county election officer to send a list of 
precinct committeepersons’ contact information, and subsequent changes, to the Secretary of State 
within seven days of each primary election in even-numbered years.  The Secretary of State would 
be required to keep an updated list of precinct committeepersons and corresponding contact 
information.   
 
 The Secretary of State indicates the agency would use existing resources to provide training 
and update manuals for county election officials; update the agency’s website; update public 
documents and information; and work with media, political parties, candidates, and the public to 
ensure knowledge of the requirement for counties to collect and report precinct committeepersons’ 
contact information to the Secretary of State; and for the Secretary to keep an updated list of the 
required information. Any fiscal effect associated with HB 2270 is not reflected in The FY 2024 
Governor’s Budget Report.  
 
 The Kansas Association of Counties provides enactment of HB 2270 could have a fiscal 
effect on costs for counties for collecting precinct committeepersons’ personally identifiable  The Honorable Pat Proctor, Chairperson

information as well as ensuring the information is not breached during transmittal or storage of the 
information.  However, the Association is unable to estimate the fiscal effect.
