 SUBJECT: Fiscal Note for HB 2309 by House Committee on Energy, Utilities and 
Telecommunications 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2309 is 
respectfully submitted to your committee. 
 
 Under HB 2309, the provision of the Kansas Governmental Operations Accountability Law 
would apply to the 911 Coordinating Council. The Council, subcommittees, contractors, or 
subcontractors of the council would be subject to audit, review, and evaluation under the Law.  
The bill would decrease, from $0.90 to $0.72, the monthly 911 fee imposed on telecommunications 
service. The bill would also reduce the prepaid wireless 911 fee from 2.06 percent to 1.65 percent. 
 
 The Office of the Attorney General and the Kansas Corporation Commission both state 
that the bill would not have a fiscal effect. 
 
 The Kansas Association of Counties and the League of Kansas Municipalities state that the 
bill could have an effect on counties and cities that rely on the public safety answering point 
funding to help coordinate and update 911 services, but the Association and the League are unable 
to provide an estimate.
