SUBJECT: Fiscal Note for HB 2317 by House Committee on Taxation
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2317 is
respectfully submitted to your committee.
HB 2317 would allow counties to transmit certain tax notices and statements by electronic
means if consented by the taxpayer.
The Kansas Association of Counties indicates HB 2317 has the potential to reduce printing
and postage costs for county treasurers by reducing the number of mailed tax notices and
statements. However, the cost savings would be dependent on the number of taxpayers that
voluntarily consent to receive these tax notices and statements by electronic means, which is
unknown. The Department of Revenue indicates the bill would have no fiscal effect on its
operations.
