SUBJECT: Fiscal Note for HB 2328 by House Committee on Corrections and Juvenile
Justice
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2328 is
respectfully submitted to your committee.
HB 2328 would exclude any materials used or intended for use to test a substance for the
presences of fentanyl, a fentanyl analog, ketamine, or gamma hydroxybutyric acid from being
considered drug paraphernalia.
The Kansas Bureau of Investigation and the Kansas Highway Patrol indicate that HB 2328
would have no fiscal effect on the agencies.
