 SUBJECT: Fiscal Note for HB 2482 by Representative Dodson 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2482 is 
respectfully submitted to your committee. 
 
 HB 2482 would create the Fort Riley 1st Infantry Division distinctive license plate.  The 
bill would allow any Kansas resident who is the owner of a passenger vehicle or truck of a gross 
weight of 20,000 pounds or less, or motorcycle to be issued one Fort Riley 1st Infantry Division 
distinctive license plate for each vehicle on and after January 1, 2025.  The bill would require the 
owner of the vehicle to submit satisfactory proof to the Director of Vehicles at the Department of 
Revenue that they are currently serving in any unit of the 1st Infantry Division, the Fort Riley 
garrison or a unit assigned to the Fort Riley garrison or has separated from the United States 
military, was honorably discharged and served an assignment of at least nine months in any unit 
of the 1st Infantry Division, the Fort Riley garrison or any unit assigned to the Fort Riley garrison. 
The distinctive license plate would be issued upon proper registration and payment of the regular 
license fee.    
 
 The Department of Revenue estimates the enactment of HB 2482 would increase its 
expenditures by $4,780 in FY 2025 for administrative costs related to designing and manufacturing 
the new license plate.  The Department would not collect the up to $5,000 fee for plate 
development since there is no required sponsor fee.  The Department indicates that the license 
plate would be subject to $40 special plate application fee but would not be subject to the $40 
personalized plate application fee if the applicant chose to personalize the license plate.  Any fiscal 
effect associated with HB 2482 is not reflected in The FY 2025 Governor’s Budget Report.
