The Honorable Pat Proctor, Chairperson
House Committee on Elections
300 SW 10th Avenue, Room 218-N
Topeka, Kansas 66612

Dear Representative Proctor:

SUBJECT: Fiscal Note for HB 2517 by House Committee on Elections

In accordance with KSA 75-3715a, the following fiscal note concerning HB 2517 is
respectfully submitted to your committee.

Under current law, a sponsoring organization is required to list the chairperson or treasure
on a political advertisement. HB 2517 would delete the requirement for listing the name of the
treasurer of the sponsoring organization of the political advertisement. The bill would also make
technical corrections.

The Governmental Ethics Commission provides that any fiscal effect of HB 2517 would
be negligible. The agency estimates a slight decrease in the number of letters the agency would
send out notifying people of a possible violation of the bill. The Secretary of State indicates HB
2517 would not have a fiscal effect. Any fiscal effect associated with HB 2517 is not reflected in
The FY 2025 Governor’s Budget Report.

 	Sincerely,

 	Adam C. Proffitt
 	Director of the Budget
