SUBJECT: Fiscal Note for HB 2531 by House Committee on Insurance
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2531 is
respectfully submitted to your committee.
Under current law, the definition of the “RBC instructions” refers to the December 31,
2022, version of the risk-based capital instructions promulgated by the National Association of
Insurance Commissioners. HB 2531 would update the definition to refer to the December 31,
2023, version of the instructions.
The Kansas Insurance Department states that enactment of HB 2531 would not have a
fiscal effect.
