SUBJECT: Fiscal Note for HB 2596 by House Committee on Health and Human
Services
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2596 is
respectfully submitted to your committee.
HB 2596 would amend the state’s Uniform Controlled Substances Act by adding and
removing certain substances in Schedules I, II, IV, and V. The updates are consistent with the
Federal Act and include new prescription drugs that have been developed but have a potential for
abuse.
The Board of Pharmacy indicates that pharmacies are required to follow federal law as well
as state law so any changes that the Board of Pharmacy would make because of enactment of HB
2596 would have no effect on the practice of pharmacy because the stricter law has already been
in place.
