The Honorable Stephen Owens, Chairperson
House Committee on Corrections and Juvenile Justice
300 SW 10th Avenue, Room 546-S
Topeka, Kansas 66612

Dear Representative Owens:

SUBJECT: Fiscal Note for HB 2630 by House Committee on Corrections and Juvenile
Justice

In accordance with KSA 75-3715a, the following fiscal note concerning HB 2630 is
respectfully submitted to your committee.

HB 2630 would establish that in criminal proceedings where a defendant is accused of a
domestic violence offense, evidence of any previous domestic violence offense committed by the
defendant is admissible.

The Sentencing Commission indicates that the bill has the potential to increase the number
of adult prison beds needed, but an exact estimate of this effect cannot be determined. The
Department of Corrections indicates that the bill may increase agency operating expenditures by a
negligible amount, which would be accommodated within existing resources. The Judiciary
indicates that the bill would have no fiscal effect on its operations. Any fiscal effect associated
with HB 2630 is not reflected in The FY 2025 Governor’s Budget Report.

 	Sincerely,

 	Adam C. Proffitt
 	Director of the Budget
