Dear Representative Thomas: 
 
 SUBJECT: Fiscal Note for HB 2644 by House Committee on Education 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2644 is 
respectfully submitted to your committee. 
 
 HB 2644 would establish uniform interest rate provisions for service scholarships 
administered by the Board of Regents that have repayment obligations as a part of the terms and 
conditions of the scholarship.  Under current law, the interest rate for each service scholarship is 
outlined in individual statutes.  The bill would create an interest rate of 5.0 percent per annum 
which would begin to accrue when the repayment obligation begins.  
 
 The bill would allow the Board to recover the reasonable costs of collection, including, but 
not limited to, court costs, attorney fees, and collection agency fees, from any individual who is 
subject to a repayment obligation arising under any scholarship, grant, or other student financial 
aid program.  The bill would allow the Chief Executive Officer of the Board to fix, charge, and 
collect fees for the processing of applications and other activities related to the administration of 
student financial assistance programs administered by the Board.  
 
 The Board of Regents indicates enactment of the bill would have a negligible fiscal effect 
on agency operations.
