Dear Representative Thomas: 
 
 SUBJECT: Fiscal Note for HB 2645 by House Committee on Education 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2645 is 
respectfully submitted to your committee. 
 
 HB 2645 would make changes to the Nursing Service Scholarship Program. The bill would 
remove the sponsorship requirement; remove the limits on the amount of scholarship awards and 
the number of scholarships that may be awarded; modify the terms and conditions for interest 
accrual on repayment obligations; and would abolish the Nursing Service Scholarship Review 
Committee.  The bill would take effect upon its publication in the Kansas Register.   
 
 The Board of Regents indicates enactment of HB 2645 would eliminate the sponsorship 
requirement, which would reduce revenues the Board receives from sponsors; however, the Board 
also indicates with the reduction in revenue, there would also be a corresponding reduction to 
expenditures.  
 
 The Board states the sponsorship requirements have limited the Board’s ability to use the 
full State General Fund appropriation each year.  With the removal of the sponsorship requirement 
and the limit of scholarships that can be awarded, the Board estimates it would be able to fully 
award the entire State General Fund appropriation.  Any fiscal effect associated with HB 2645 is 
not reflected in The FY 2025 Governor’s Budget Report.
