AN ACT making and concerning appropriations for the fiscal year ending 
June 30, 2025, for the Kansas state university extension systems and 
agriculture research programs for a program to increase the supply of 
child care providers; establishing a program to award funds to child 
care service providers who provide services to home-based child care 
providers.
Be it enacted by the Legislature of the State of Kansas:
Section 1. 
KANSAS STATE UNIVERSITY EXTENSION SYSTEMS
AND AGRICULTURE RESEARCH PROGRAMS
(a) There is appropriated for the above agency from the state general 
fund for the fiscal year ending June 30, 2025, the following: 
Cooperative extension service (including 
official hospitality) (369-00-1000-1020)..............................$15,000,000
Provided, That expenditures shall be made from the cooperative extension 
service (including official hospitality) account in an amount not to exceed 
$10,000,000 to administer a program intended for the recruitment and 
retention of home-based child care providers pursuant to section 2, and 
amendments thereto.
Sec. 2. (a) Subject to appropriations, KSU 105 project shall 
administer and provide oversight for a program that awards funding to a 
child care service provider to increase the supply of child care family 
homes, group homes and centers by recruiting and coaching prospective 
child care providers through the initial business planning and 
implementation process and develop and execute a mentorship program 
for new child care family homes, group homes and centers.
(b) To be eligible for funding under such a program, a child care 
service provider shall: 
(1) Not be a state entity; 
(2) provide similar services in three states; 
(3) partner with KSU 105 project to plan, staff and execute in-person 
and virtual recruitment events for new home-based child care providers in 
areas of need and develop informational materials that assist home-based 
child care providers with marketing, advertising and parental outreach;

(4) execute a two-year mentorship program for new home-based child 
care providers to coach prospective home-based child care providers 
through the initial business planning and implementation process;
(5) provide a software platform, including customizable dashboards, 
to assist home-based child care providers with marketing, enrollment, 
family communication, billing and expense reporting; and 
(6) offer home-based child care providers coaching and training, 
including in-person group training sessions, on-site coaching visits, 
community forums and events.
(c) Prior to recipient's receipt of funds, Kansas state university and 
the recipient shall enter into an agreement that includes: 
(1) All necessary identifying information of the recipient, including 
any tax and financial information for the program to administer funds 
under this section; and 
(2) a description of the project for which the funds shall be expended, 
including tentative timelines and an estimated budget.
(d) The recipients shall report to KSU 105 project the following: 
(1) Number of home-based child care providers enrolled in the 
recipient's program; 
(2) number of child care spots created; 
(3) number of home-based child care providers on the waitlist; and 
(4) potential long-term economic impact of the awarded funds.
(e) If KSU 105 project reasonably determine funds to any recipient 
are misused or the grant's use was misrepresented by the recipient, KSU 
105 project shall not award funds to such recipient and may revoke any 
agreement executed. Upon such determination, KSU 105 project may 
subject the recipient to internal audit protocols.
(f) KSU 105 project shall be subject to procurement and bidding 
processes in Kansas law.
(g) Recipients shall respond to requests for information from the 
legislature or state agencies.
(h) As used in this section: 
(1) "Child care service providers" means an entity that provides 
services for child care providers and child care facilities, including, but not 
limited to, peer mentoring, compliant and regulatory assistance.
(2) "Home-based child care providers" means an individual who has 
control or custody of one or more children under 16 years of age, 
unattended by parent or guardian, for the purpose of providing food or 
lodging, or both. "Home-based child care providers" shall not include 
individuals who provide such care to children in the custody of the 
secretary for children and families who are placed with a prospective 
adoptive family pursuant to the provisions of an adoptive placement 
agreement or who are related to the person by blood, marriage or legal

adoption within such individual's own home.
(3) "KSU 105 project" means an education program at Kansas state 
university that provides outreach to 105 counties in Kansas.
Sec. 3. This act shall take effect and be in force from and after its 
publication in the statute book.
