 SUBJECT: Fiscal Note for HB 2719 by House Committee on Education 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2719 is 
respectfully submitted to your committee. 
 
 HB 2719 would change current law regarding administering nonacademic tests or testing 
instruments.  The bill would provide that if any test or testing instrument that is intended to screen 
a student to identify whether such student is at risk for social-emotional behavior problems would 
be administered to a student, the school district would be required to report the results.  If a student 
would be determined to be at high risk for social-emotional behavior problems, the school district 
would be required to make direct contact with the parent or guardian of the student not more than 
30 days following the administration of such test or instrument.  If a student would be determined 
to be at medium or low risk for social-emotional behavior problems, the school district would be 
required to send a written communication to the parent or guardian of the student not more than 
60 days following the administration of the test or testing instrument. 
 
 The enactment of HB 2719 would have no fiscal effect for the Department of Education.  
The Division of the Budget notes that the bill could increase administrative costs for contacting 
parents or guardians for the required communication of certain tests or testing instrument results; 
however, any fiscal effect would likely be negligible.
