Dear Representative Tarwater: 
 
 SUBJECT: Fiscal Note for HB 2770 by House Committee on Child Welfare and Foster 
Care 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2770 is 
respectfully submitted to your committee. 
 
 HB 2770 would create the Kansas Food and Financial Literacy Grant Program to be 
administered by the Department for Children and Families (DCF).  This program would assist 
local service providers to develop food and financial literacy materials for food assistance 
applicants and recipients.  Grantees would be required to make materials and training opportunities 
free for applicants and recipients.  The bill would also create the Kansas Food and Financial 
Literacy Grant Program Fund. 
 
 According to DCF, enactment of HB 2770 would have no fiscal effect on the agency.  
Currently, DCF receives an annual Federal Supplemental Nutrition Assistance Program (SNAP) 
Education grant.  The grant totaled $2.7 million in federal fiscal year 2023 and these funds are 
used to provide the services outlined in HB 2770. Additionally, SNAP Outreach grants are 
awarded using SNAP funds.
