 SUBJECT: Fiscal Note for HB 2838 by House Committee on Federal and State Affairs 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2838 is 
respectfully submitted to your committee. 
 
 HB 2838 would amend the Kansas Liquor Control Act and the Club and Drinking 
Establishment Act.  The bill would allow Alcohol and Beverage Control (ABC) to issue a liquor 
license to a person convicted of a felony if the conviction date is at least ten years ago and the 
ABC Director determines that the applicant has demonstrated sufficient rehabilitation to merit 
public trust. 
 
 According to the Kansas Department of Revenue, enactment of HB 2838 could increase 
the number of liquor licenses issued.  The agency indicates that it would also need to revise 
background qualification questions on applications.  However, the agency could not estimate the 
fiscal effect on expenditures or revenues.  Any fiscal effect associated with HB 2838 is not 
reflected in The FY 2025 Governor’s Budget Report.
