 SUBJECT: Fiscal Note for SB 123 by Senators Pittman and Peck 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning SB 123 is 
respectfully submitted to your committee. 
 
 SB 123 would allow any veteran and the spouse or dependent of a veteran to pay resident 
tuition rates when enrolled or accepted for admission at a postsecondary educational institution if 
the veteran was stationed in the state for 11 months during the veteran’s service in the armed 
forces. The bill would also include other related technical amendments.   
 
 The Kansas Board of Regents indicates the enactment of SB 123 could decrease revenues 
from tuition received by postsecondary educational institutions from students who may have paid 
the nonresident rate. Conversely, the Board indicates the bill could also increase the number of 
students who choose to stay in the state after qualifying for the resident rate.  The Board indicates 
the bill could have a fiscal effect on postsecondary educational institutions, but the amount would 
vary by institution depending on the number of students impacted.  The Board is unable to estimate 
a fiscal effect since the number of students who may qualify for resident tuition and the number of 
students who may choose to stay in Kansas cannot be determined. Any fiscal effect associated 
with SB 123 is not reflected in The FY 2024 Governor’s Budget Report.
