Dear Senator Billinger: 
 
 SUBJECT: Fiscal Note for SB 152 by Senate Committee on Ways and Means 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning SB 152 is 
respectfully submitted to your committee. 
 
 SB 152 would tie salary amounts for the Governor, Lieutenant Governor, Secretary of 
State, State Treasurer, Insurance Commissioner, Supreme Court Justices, Court of Appeals Judges, 
and members of the Governor’s cabinet to the annual salary of a federal congressional member not 
in a leadership role.  On July 1, 2023, and on each July 1 thereafter, the Governor and Attorney 
General would receive an annual salary equal to that of a federal congressional member not in a 
leadership role plus 10.0 percent.  The Secretary of State, State Treasurer, Commissioner of 
Insurance, Supreme Court Justices, and Court of Appeals Judges would receive an annual salary 
equal to that of a federal congressional member not in a leadership role.  The Chief Justice and 
Chief Judge of the Court of Appeals would receive an annual salary equal to that of a federal 
congressional member not in a leadership role plus 2.5 percent. 
 
 If congressional salaries were decreased, the salaries established in the bill would remain 
the same for the next fiscal year unless diminished by general law applicable to all salaried state 
officers.  On July 1, 2023, and on each July 1 thereafter, members of the Governor’s cabinet would 
have a minimum annual salary equal to that of a federal congressional member not in a leadership 
role less 10.0 percent.  The bill would remove the amount of the Insurance Commissioner’s salary 
from statute and change the amount of the Lieutenant Governor’s annual salary to an amount equal 
to 50.0 percent of a federal congressional member not in a leadership role.  The bill would also 
remove references to increases in the annual salaries of Supreme Court Justices and Court of 
Appeals Judges.  The bill would be effective upon publication in the Kansas Register.

 The Governor’s Office, the Secretary of State’s Office, the Kansas Insurance Department, 
the Office of Judicial Administration, the Attorney General’s Office, and the State Treasurer’s 
Office provided estimates of the increase in salary expenses beginning in FY 2024.  The table 
below shows the estimated increases, not including fringe benefit increases.

 Fringe benefit increases would range between 20.0 percent and 30.0 percent of the total 
salary changes.  Any fiscal effect associated with SB 152 is not reflected in The FY 2024
