Dear Senator Baumgardner: 
 
 SUBJECT: Fiscal Note for SB 184 by Senator Holscher 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning SB 184 is 
respectfully submitted to your committee. 
 
 SB 184 would require each nonpublic school in Kansas to administer the statewide 
assessments provided by the State Board of Education.  However, the bill would exclude home 
schools or home school organizations and community consortiums or groups from this 
requirement. The bill would require the publication of performance and accountability reports, as 
well as longitudinal achievement reports of the nonpublic schools on the Department of 
Education’s website. 
 
 According to the Department of Education, the fiscal effect from the enactment of the bill 
cannot be estimated.  Nonaccredited private schools do not currently report student data to the 
agency.  The agency would need to provide training and technical assistance for each of the 
nonaccredited private schools for collecting and reporting the necessary data. In addition, some 
of the nonaccredited private schools likely do not have student data management systems 
necessary to collect student data at the level required for the reporting.  Adding this capability 
would require additional expenditures for the nonaccredited private schools, as well as for the 
Department for training these schools; however, a fiscal effect cannot be estimated as the agency 
does not know the number of nonaccredited private schools or the schools’ reporting capabilities.  
Any fiscal effect associated with SB 184 is not reflected in The FY 2024 Governor’s Budget
